Barbara Fair, MHA, RN, CCM, a Senior Consultant, brings a unique blend of health care experience to the Phoenix team. Most recently, Barbara completed her tenure as Director, Case Management at HCA’s 350 bed Plantation General Hospital in Florida where she was also manager of the RAC demonstration project. Prior to that she held several leadership positions in Women’s and Children’s Services at hospitals in Massachusetts, Maryland and Florida. Barbara’s considerable hospital experience is balanced by her positions on the payer side of the industry. She was the Director of Ambulatory Obstetrics/Gynecology and Pediatrics for Blue Cross/Blue Shield of Massachusetts and then Coordinator of Obstetrics and Pediatrics for the HIP Network of Florida.
BK KIZZAR, RNC, CCM, CLCP is a Senior Consultant. BK began her case management career in 1986 and rapidly assumed leadership positions. She served as Director of Case Management and Program Director for Brain Injury at a premier rehab facility, Director of Case Management for a national managed care organization, and Associate Vice President of Case Management for LifeCare Hospitals in Plano, Texas. As a certified life care planner, BK consults with plaintiff and defense, specializing in medical malpractice liability and persistent vegetative state and in addition, she manages a caseload of private case management clients. BK is the Past President and current Executive Director of the Dallas Ft Worth Chapter of the CMSA and chaired the national CMSA Case Manager of the Year Award committee.
Jeff Feeney, MHA, FACHE is an Associate Consultant and seasoned hospital administrator with a blend of leadership and CEO experience almost equally split between the largest, successful, not-for-profit systems and the largest, successful, investor-owned systems. From senior leadership positions within the Daughters of Charity Health System, Jeff moved into the for-profit arena as Associate Administrator then Chief Executive Officer at HCA hospitals in Florida. He then served as Chief Executive Officer, Halstead Hospital, Halstead (Wichita) Kansas and Chief Executive Officer, Paracelsus Regional Hospital and Medical Center, Salt Lake City, Utah. He subsequently held executive positions with the Sisters of St. Francis of Perpetual Adoration in Chicago, Trinity Health in California, Tenet Health in Florida, and Executive Vice President, for Spinemark, Inc. Jeff serves as an advisor to the Phoenix consulting team in the areas of strategic planning, organizational structure and physician relationships.
Bill Hammock, RN, BSN, CMC, ACM, CPHQ is an Associate Consultant with over 25 years of experience in the for-profit and not-for-profit hospital industry throughout the Southeast. As former Corporate Director of Case Management and Resource Management at Iasis Healthcare, a national hospital network, Bill successfully launched physician-led quality and resource management improvement projects, developed documentation improvement programs, and transitioned traditional UR and discharge planning activities into broader progression-of-care models. From hospital leadership positions in Clinical Operations, Risk Management, MSO/Primary Care Networks, and Revenue Integrity to corporate management positions in Case Management, Performance Improvement, Gatekeeping/Medical Necessity, Bill’s extensive knowledge of the hospital environment is an asset to our team especially in the area of outcomes management, systems integration, and regulatory compliance.

Associate Consultant, Matthew Lambert, III, MD, recently completed his tenure as Chief Operating Officer at 460-bed Elmhurst Memorial Healthcare in Elmhurst, Illinois. In his role, Dr. Lambert was responsible for all inpatient and outpatient care services and took a strong personal interest in clinical resource management initiatives. Dr. Lambert was responsible for the Planetree initiative and oversaw the organization’s Process Redesign department as well as the Lean/Six Sigma effort. Prior to joining Elmhurst, Dr. Lambert was the Senior VPMA for Catholic Health Partners in Chicago, IL., the VPMA for St. Joseph Health Centers and Hospital in Chicago, and was the first physician executive at Martha Jefferson Hospital in Charlottesville, VA.
Bruce Kupper, MHA, FACHE is an Associate Consultant specializing in human resources and operational re-engineering. Currently the President and Chief Executive Officer of Richmond Eye & Ear Healthcare Alliance, Inc. in Richmond, Va., Bruce has over 30 years of experience in health care administration and has held executive positions in large teaching, community based, children’s and outpatient surgical hospitals with special interest and expertise in ambulatory care. A former Director of Consulting Services with the McFaul & Lyons Group of Johnson & Johnson Healthcare Systems, Inc., Bruce oversaw hospital-wide re-engineering and care management consulting engagements across the United States and Canada. He was a featured speaker for a number of HFMA and ACHE national and regional seminars on such topics as re-engineering and creative management skills.
Judith Henson, RN, MSHA is an Associate Consultant with senior executive experience in nursing, contract negotiation, strategic planning, case management and nursing. With special knowledge of critical access and small community hospitals, Judith used her senior leadership positions to transform functional case management models into outcome models with a primary focus on collaborative partnerships with physicians while delegating support activities to associate staff members. In her former position as VP of Patient Services at Clinton Memorial Hospital in Wilmington, Ohio, Judith championed the development and initiation of a hospitalist program and concurrently re-energized the hospital's case management program by introducing physician assignments, objective scorecards demonstrating case management outcomes, and engaging the medical staff in efforts to streamline delivery of care and reducing clinical costs.
Alan Cudney, RN, PMP, CPHQ, FACHE is an Associate Consultant with experience in clinical resource management, information technology, process improvement and clinical transformation. He has over 25 years of healthcare experience including tenures with Curaspan Health Group, McKesson Provider Technologies, Healthways, Premier, and Blue Cross Blue Shield of Florida. A fellow of the American College of Healthcare Executives, a certified project management professional and a certified professional in healthcare quality, Alan earned an associate's degree in nursing from Gulf Coast Community College; a BS from Florida State University; and an MBA and master of health science from the University of Florida.
Kathleen Mantaro, MD has been a long time proponent of a physician-centric, clinical resource management model of hospital case management. She is a 1990 graduate of Albany Medical College and is board certified in Internal Medicine. As an Associate Consultant, Dr. Mantaro brings her considerable experience as a case management Medical Director at Vassar Bros. Medical Center, a revenue cycle champion, and a medical documentation advisor to the Phoenix team. Working with her medical staff colleagues, Dr. Mantaro has improved utilization of clinical resources and reversed over $2 million in hospital denials through more assertive use of nationally recognized acute care criteria and establishing an outpatient/observation service.
Frank Urbano, MD is the newest member of the Phoenix team of Associate Consultants with special interest in medical necessity review and appeals. A 1994 graduate of UMDNJ and Board certified in IM, Dr. Urbano is a hospitalist and Medical Director of Care Coordination at Cooper Hospital in Camden, NJ. Prior to his move to hospital medicine, Dr. Urbano was in private practice and served as the case management Physician Advisor at Virtua Memorial in Mount Holly, NJ. He currently serves as Consulting Medical Director for BCBSNJ and is adept at electronic appeal processes.
Before Tammy Corley, RN, BSN joined Phoenix as an Associate Consultant, she headed a project with Compirion Healthcare Solutions to improve hospital processes at a Top Ten ranked US academic center. The hospital succeeded in reducing length of stay and improving patient satisfaction and patient flow. She also collaborated with the Care Coordination department to design and implement a hospital wide Care Coordination model specific to the facility's needs. Previously, she was Director of Care Management and Marketing Director at Arkansas Heart Hospital in Little Rock, AR and was a member of the Senior Management Team. She first encountered the practice of hospital case management as a nurse case manager in1997 and has followed the evolution of hospital case management practice through its many iterations. Tammy supports HCM v.3.0: the latest version of a hospital case management model which partners case managers with selected physicians to co-manage progression-of-care, ensure patient-centered advocacy, and generate bottom-line results.
